What is the difference between Organization Admin and Organization User?

An Organization Admin has all the rights of an Organization User, but also has extra permissions to:
- View all documents under the organization domain.
- Add and remove users from the Sign.net organization account.
- Retain rights to all documents when an organization user is removed from the Sign.net organization account.
- Customize the organizations landing page.
